Fusion cells are plentiful as long as you fight synths, gunners or BoS. It works well as a sniper and doubles up fine as a rapid fire close quarters weapon. I have found a laser sniper (non legendary, just bought from DC) to be a great primary weapon through levels 25 - 30 so far on Survival. Thanks everybody for the helpful information in this thread.

Personally, I'd simply use the console to add a preferred legendary effect to it such as Instigating for double damage on full health targets, Lucky for double damage with critical strikes and increased critical meter recharge rate, Relentless to refill action points on critical hit, or VATS Enhanced for increased VATS chance and reduced VATS cost. But you can purchase The Last Minute from Ronnie at the Castle, which has the Crippling effect.not the most enticing legendary effect for a weapon generally employed to one shot enemies. Legendary variants are few and far in between as far as drop rates go and are dropped almost exclusively by Legendary Railroad Heavies and even they do not always have a legendary gauss rifle on hand but some other random legendary item instead. Its ammunition is certainly cheaper and its accuracy as a scoped weapon (even silenced) exceeds most other rifles in the game. In terms of raw damage and ranged superiority, the gauss rifle is probably second only to the fat man. Plasma guns are by far a better choice for ranged weapons as they combine both ballistic and energy damage to better deal with enemy resistances they are also easily modified as you can take a pistol and make it into a rifle, automatic rifle, sniper rifle, shotgun, flamer, or vice versa so as to better compliment whatever ranged weapon perks you might have picked up along the way.
Laser weapons are simply inferior to all other weapon types in the game in terms of both effectiveness and damage. But that little pipegun did its fair share. I had to go in with shotgun and jet kabob to clear out the last couple-who by that point were mostly hiding. And this is survival mode where you know when you've been hit. The rest were firing in my general direction, but not one hit me. Shot him down before he got a third of the way. At least 7 or 8 unfriendlies came boiling out, but only one caught sight of me and came charging. I was taking the approach from Bunker Hill to Good Neighbor, where you have the hostile settlement in between, and I went to work on them long ranger. My scrapping skills are so low at this point in the game I wouldn't get one tenth of the parts I put into it.

Plus you wouldn't believe the expensive and hard to locate parts I had to find to put that Rube Goldberg device together. I've tried building them before, but this last construction has convinced me for good that energy weapons are a thing of my past.
